Owned and operated by the City of Garland, Garland Power & Light serves some 70,000 homes and businesses in the area. GP & L helped retire the Gibbons Creek coal plant in 2019, and received roughly a third of its power from solar and wind contracts in 2020, and has recently announced additional solar contracts. However, the utility has not made investments in community solar, solar rebates, and has relatively limited energy efficiency programs compared to some other municipal utilities.
